Hackberry at a glance
Hackberry is a small Denton County city on Lewisville Lake, about 14 minutes by road from The Colony, with 979 housing units on 0.67 square miles of land. Our concrete patios and driveways pages go further into the work.
Branyon clay on flat 0 to 1% slopes covers two thirds of sampled ground at a 9.9% to 13% shrink-swell value, and Ferris-Heiden clay adds 20% at 17%. Near the lake, 10% of sample points sit in FEMA Zone AE.
Permit office: City of Hackberry (City Secretary) · official page Building permits from the City Secretary under Ordinance 165-08; site plan may be hand-drawn to scale; contractor registration required. Ask City Hall whether flatwork alone needs a permit.
Hackberry permits come from the City Secretary, and hand-drawn plans count
There is no separate building department in Hackberry. Ordinance 165-08 (February 2008) bars anyone from building or altering "a building or structure" until a building permit comes from the City Secretary of the City of Hackberry.
The ordinance describes the paperwork in plain terms:
- Plans show where the work sits against the front, side and rear property lines.
- "The site plan may be a free hand drawing, but must be drawn to scale."
- The permit gets posted on the front of the building where the street can see it.
- It stays good for one year after issuance.
Since the ordinance names buildings and structures and says nothing about flatwork, call Hackberry City Hall before a patio or driveway and ask whether your job needs a permit. A concrete contractor in Hackberry should draw the scaled site plan either way, because the same drawing settles setbacks and drainage. Registering a concrete contractor in Hackberry: cards and valuation fees
The city's contractor registration page calls for registration and ID cards for general, plumbing, electrical and HVAC contractors. Initial registration with ID cards runs $50, and renewal each year is $10. Before anyone pours at your house, ask to see their current Hackberry card.
On its new construction page, the city prices permits by job valuation:
- $1 through $500 of valuation: $23.50.
- $2,001 through $25,000: $69.25 for the first $2,000, plus $14 for each added $1,000.
- $25,001 through $50,000: $391.75 for the first $25,000, plus $10.10 for each added $1,000.
- Plan exam fee: 65% of the building permit fee, due when you submit.
- Re-inspection: $47.00, with another 10% added after the second red tag.
Because the fee follows valuation, ask City Hall how it will value your job when you apply. Our free written estimate shows the full contract price, so you can compare it to that figure.

Flat Branyon clay covers nearly every Hackberry lot
Hackberry's sampled ground is close to uniform. In a 30-point NRCS sample inside the 2020 Census boundary, Branyon clay on 0 to 1% slopes took 67% of the points, with 3% more on 1 to 3% slopes. Ferris-Heiden clay held 20%, Heiden 3% and open water 7%. Each land point sampled was a high to very high shrink-swell clay.
Branyon's surface shrink-swell (linear extensibility) value is 9.9%, reaching 13% deeper down, and it rates "Very limited" for dwellings on concrete slab. NRCS describes Branyon as a very slowly permeable clay on stream terraces, one that cracks 1 to 3 inches wide and 20 inches or more deep when dry. Ferris-Heiden goes higher, to 17%.
Flat land and slow drainage make a hard combination, since water at the edge of a slab can only sink into the clay. On a Hackberry patio or driveway, a concrete contractor in Hackberry watches the fall away from the house, sets steel on chairs in the middle of the slab and puts joints where cracks will want to form. Our expansive clay guide gives the reasons.

Rivendale, Hidden Cove and the Hackberry PIDs
Parts of Hackberry sit inside public improvement districts. On the city's home page you will find service and assessment plan updates for Rivendale by the Lake PIDs 1, 2 and 3 and Rivendale Pointe, and for Hidden Cove PID 2 and Hackberry PID 3. Zoning district documents sit there too, including R-3-1400, R-2-1250-MH, LC-1-2000 and GB-1-1800.
Find the zoning district that covers your lot and pull that document before anyone sketches a driveway widening or a back patio, and ask your concrete contractor in Hackberry to work from it. An HOA with architectural review adds a separate approval step, and our HOA approval guide says what to send.
Hackberry incorporated in 1983 as a Type B general law town and became a Type A general law city in 2001. At incorporation, the city says it had "poor roads, poor water supply and failing septic systems." By the 2020 Census it held 2,973 people and 979 housing units on 0.67 square miles of land.
Lewisville Lake sets the edge of town
Census hydrography shows Lewisville Lake, the Elm Fork Trinity River reservoir operated by the U.S. Army Corps of Engineers, crossing Hackberry's city boundary. In FEMA's map, 83% of Hackberry sample points fell in minimal-hazard Zone X, 10% in Zone AE, 3% in the 0.2% annual chance zone and 3% had no response.
For any lot near the water, run two checks. Start with your own address on the FEMA map, because a Zone AE lot needs more planning before a slab or fill. Then consider the Corps' flowage easement: Corps guidelines posted by the Town of Lakewood Village place it on land at and below the 537.0 ft contour around the lake, and any structure or work inside it needs written Corps permission. If your back line runs close to the shore, the Corps' Lewisville Lake Project Office can confirm where that line sits before forms go in.
Hackberry's contacts page also points to Denton County permits for work outside the city limits, so a lot just beyond the boundary follows county rules. Before we dig, we route the utility locate through Texas811, at least two working days ahead. If you want a concrete contractor in Hackberry who also covers the neighbors, we pour in Little Elm and Paloma Creek as well.
