The straight answer

A concrete driveway in Carrollton, TX gets two specs: the private slab can be 4 inches of 3,000 psi concrete, but the approach in the right-of-way must match the street, never under 7 inches, at 4,000 psi. The Colony Concrete Co prices 2-car Carrollton driveways at $3,500 to $8,500 with a free written estimate.

The tie-in rule: when a concrete driveway in Carrollton needs a permit

The city's amended IRC exempts sidewalks and driveways sitting completely on private property from a building permit. The city's Driveway / Curb Cuts page covers the other half: a permit is needed for a curb cut in the street or alley right-of-way, for any change to the approach, and for repair or replacement of a private driveway that will tie into the approach in the right-of-way. Curb cuts for French drains go through Engineering instead.

For a replacement concrete driveway in Carrollton, the question that matters is where the saw stops, because the answer decides whether the job needs a permit at all. Cut short of the approach and the private slab stands alone. Tie into it and you need the $100 driveway/curb-cut permit, plus Engineering's inspection fee of $0.265 per sq ft for paving in the right-of-way or an easement. The submittal is a plot plan or survey showing the approach, with the slab depth and the reinforcement size and spacing written out. Our north suburbs permit guide compares the city with its neighbors, the concrete driveway page explains the work, our Carrollton concrete contractor page covers our other local jobs, and you can book a free estimate to have us mark the cut line.

Paving class 3 on the lot, class 10 at the curb

One slab, two classes. The General Design Standards sort paving into classes for one- and two-family lots, and a single slab can cross from one to the next. On the private side you pour class 3, which is 4 inches of 3,000 psi mix with #3 bars at 18 inches on center. Past the property line, class 10 takes over: the slab matches the existing street thickness, at a minimum of 7 inches, in 4,000 psi concrete with #3 bars at 18 inches. Where a sidewalk crosses the right-of-way or an easement, the class is 4, meaning 4 inches of 3,000 psi with three #3 longitudinal bars and #3 cross bars at 18 inches. Under all of them, subgrade is compacted to 95 percent of maximum density under ASTM D698.

The remaining specs live on the P-16 residential approach sheet: a 12-foot minimum width, #3 bars at 18 inches each way as the least reinforcing, 8 inches of approved subbase, 2-foot-6-inch #4 dowels at 18 inches where the approach meets a concrete street, a full-depth sawcut, a Type A expansion joint with preformed full-depth joint material, and a 12 by 12 inch footing where it meets a curb-and-gutter street. The sidewalk across the approach keeps a 2 percent maximum slope so the accessible route stays intact. A single inspection closes the permit once the work is done.

What It Costs

DFW driveway ranges for Carrollton jobs. The firm number arrives in a free written estimate after we see the slab and the curb.

Worked example: an 18 by 32 driveway is 576 sq ft x $7 to $12 = $4,032 to $6,912. A 12 by 18 approach adds the $100 permit and an Engineering inspection fee of 216 sq ft x $0.265, about $57. For metro cost context, see our DFW driveway cost guide; your figure comes in a free written estimate.

Spacing, grade and frontage limits in Chapter 53

The city's Chapter 53 sets the geometry. Width for a standard residential approach is 12 to 24 feet face to face, and curb radii run 5 to 15 feet. Add up every access point on a platted lot and the total may not pass 50 percent of the frontage on each street. A residential driveway can't take access from an arterial or major collector, or from more than one street or alley.

Corner distance depends on what is around the corner. On a local residential street, the throat of the driveway must clear another local street or alley right-of-way line by 30 feet, a collector by 40 feet, and an arterial by 50 feet. Grade tops out at 10 percent, and break-overs are held to 12 percent at crests and 8 percent at sags, which counts for a concrete driveway in Carrollton on lots where the garage sits well above or below the curb.

A rejected layout can be appealed to the Construction Advisory and Appeals Board within ten days, though the code says plainly that financial hardship does not count as physical impossibility. Cutting the street takes a permit from the Director of Public Works. In single-family districts the insurance certificate requirement does not apply to a street cut tied to the house, and no permit fee is charged when the permittee does all the cutting and repair. Deed restrictions from your HOA may sit on top of all that; our HOA approval guide covers that.

Trinity bottomland, Branyon and Houston Black clay under Carrollton driveways

The city crosses into Dallas, Denton and Collin Counties, and the soil under a concrete driveway in Carrollton is just as mixed. Sample points from NRCS inside the city put Trinity-Urban land complex, occasionally flooded, at 13 percent with linear extensibility of 13 percent; Branyon clay at 13 percent with 9.9; Houston Black clay at 10 percent with 12; and Heiden clay at 7 percent with 12.1. Each of those four is rated Very limited for slab dwellings. The outlier is Silstid loamy fine sand at 7 percent, with a linear extensibility of just 1.5 and a Not limited rating. Counting everything, 17 of 29 land points landed in the very high shrink-swell class.

At those same points, flood mapping showed 10 percent in an AE floodway, 7 percent in Zone AE and 3 percent behind a levee. USGS runs a stream gauge on the Elm Fork Trinity River near Carrollton, and on lots near that bottomland we pull up the FEMA map before planning grades. The paving classes already ask for 95 percent compaction and bars at 18 inches over clay; we add steel on chairs and joints spaced to suit the slab. Our expansive clay guide has the full soil explanation.

How Your Job Goes

  1. Consultation and design

First we settle whether the job stops short of the approach or ties into it, measure frontage and grades, and write both paving classes into a free estimate.

  2. Planning and preparation

Next, the plot plan and specs go to Building Inspection through the CityServe Portal. Then come the utility locate, tear-out, sawcut, subbase and dowels.

  3. Installation and completion

Both pours follow their classes, the expansion joint goes in, and we call for the completion inspection.

Replacing a 1970s or 1980s concrete driveway in Carrollton, off Belt Line and Trinity Mills

The Handbook of Texas says that by 1980, almost three-quarters of Carrollton's year-round housing units had been built during the 1970s, a decade when the population rose 193 percent. Census estimates give a median year built of 1988, and 28 percent of homes date from the 1980s alone. Houses of that age on streets off Belt Line Road, Crosby Road, Dickerson Parkway or Trinity Mills Road may still have the original concrete driveway in Carrollton, and tearing it out adds $1.50 to $4 per sq ft.

Older lots carry older rules. A residential subdivision accepted before January 19, 1990 with street access may also keep a driveway to an existing residential alley. Lots over 20,000 sq ft with a driveway longer than 40 feet and existing unpaved parking can use a 4-inch gravel surface with a treated 2x4 border under the design standards. Trees matter too: an extension that crowds a protected tree runs into the tree preservation chapter, which charges $225 per caliper inch of protected tree not otherwise mitigated, so we note trees at the site visit. If your house is a designated historic structure in the Historic Preservation Overlay, ask Building Inspection whether a Certificate of Historic Appropriateness applies before exterior work. Either way, a concrete driveway in Carrollton gets its firm number from the written estimate.

Common Questions

What does Carrollton charge to permit and inspect a new concrete driveway approach?
On the city's fee page the driveway/curb-cut permit is $100, and Engineering adds an inspection fee of $0.265 per sq ft for paving in the right-of-way or an easement. Take a 12 by 18 approach: 216 sq ft, or roughly $57 in inspection fees on top of the permit. Starting before the permit is issued adds an investigation fee equal to the permit fee.
Can a large Carrollton lot keep a gravel driveway?
Only in a narrow case: one- and two-family lots over 20,000 sq ft with driveways longer than 40 feet and existing unpaved parking can use 4 inches of gravel with a treated 2x4 border. Everywhere else the private class is 4 inches of 3,000 psi concrete with #3 bars at 18 inches.
Does Carrollton allow pavers in a driveway?
The P-16 detail includes a residential driveway with concrete pavers: pavers at least 2 3/8 inches thick on 1 inch of bedding sand over at least 6 inches of aggregate base compacted to 98 percent modified Proctor. We pour concrete, and we price stamped concrete if you want a different look.
How far from the corner must a Carrollton driveway sit?
Measure from the driveway throat to the nearest intersecting right-of-way line, as Chapter 53 does: 30 feet from another local residential street or an alley, 40 feet from a collector and 50 feet from an arterial. We take that measurement on corner lots before drawing the plan.
Can I appeal if Carrollton rejects my driveway layout?
Yes, through the Construction Advisory and Appeals Board, and you must file within ten days. Because the code says financial hardship does not count as physical impossibility, the appeal needs a site reason, not a cost reason.
How long does a permit for a concrete driveway in Carrollton stay valid?
Permits expire no later than three years from issuance under the amended code, and the building official may grant written extensions of up to 180 days each. Inspections run once a day. Schedule before 7 a.m. for same-day, and plan around the fact that there are no inspections on Friday afternoons.
