The straight answer

A concrete foundation in Allen, TX is poured to your plan on Houston Black clay, which covers 18 of 30 sampled points. The city's 2024 IRC took effect September 26, 2026, and permits come through its CSS portal. We charge $8 to $14 per sq ft, and the estimate is free.

Allen's 2024 codes, the CSS portal and the contractor registration

On July 28, 2026, Allen's City Council approved the 2024 ICC codes, and they took effect September 26, 2026. The 2024 International Residential Code and the 2023 NEC are part of the set. Any application received on or after that date is reviewed under the new codes, so a plan sketched last spring may need new section numbers. You will find the Building and Permitting Division at 305 Century Parkway, and every application goes through the Citizen Self-Service portal, called CSS.

Contractors register with Allen for $50 a year, through the same portal. A homeowner who does the work personally files a Homeowner's Affidavit first. When you hire out, the city advises you to confirm that the contractor has applied for and received a permit before starting, because inspections are required. The last pages of the permit print the inspections for your job. You schedule them in CSS, and for a time window you can call the division between 8 and 9 a.m. on inspection day.

Construction is allowed in Allen from 7 a.m. to 10 p.m., seven days a week, so a concrete crew has room to dodge the afternoon heat on pour day. NOAA's normals at Dallas-Fort Worth Airport put the July average high at 95.6 F. Our permit guide compares Allen's process with Plano's and Frisco's.

Houston Black first, Austin silty clay second, in Allen's soil sample

Inside the 2020 Census boundary, NRCS sampled 30 points. Houston Black clay covered 18 (60%), with linear extensibility of 12% and an eroded phase at 17%. Austin silty clay covered 7 (23%) at 5.1%, rated "Somewhat limited". Two points fell on Frio clay loam, occasionally flooded, and two on Stephen silty clay at 4.5%, while Burleson clay took 1 at 8%. Altogether, 20 of 30 points (67%) rate "Very limited" for dwellings on concrete slab.

According to NRCS, Houston Black cracks 0.5 to 4 inches wide when dry and stays cracked 90 to 150 cumulative days in most years. Austin soils are well drained, moderately deep and formed over chalk. Both turn up in the same 30-point sample, so we do not assume which one sits under your lot. We price each concrete foundation in Allen from your engineer's plan for that reason.

The IRC sends foundations on expansive soil to IBC Section 1808.6 once the Plasticity Index reaches 15, and the building official can ask for a soil test where data point to shifting ground. Our expansive clay guide breaks down those thresholds. Every concrete foundation in Allen begins with a hard look at the soil under your lot.

Drainage easements, the grading affidavit and the flood check

Allen's forms include a Drainage and Grading Affidavit, and the shed exemption carries a warning. The 120 sq ft exemption holds only when placement doesn't violate other city rules, such as putting a structure in a Private Drainage Easement. Your plat shows the easements. The city's right-of-way contractor guidelines put the right-of-way line at 9 1/2 feet from the back of curb as a rule, and they say to confirm it with the plat from Collin CAD.

At the same 30 points, FEMA's map shows 25 (83%) in Zone X minimal hazard, one in an AE floodway and one in AE. Three returned no value because of a query error. City Hall lets you view flood studies, and record drawings are requested from the city. A point sample is not a parcel answer, so look up your own address on FEMA's map first.

On utilities, Allen wants city locates requested at least 48 hours before digging, with the ROW permit number and the 811 ticket attached. The city doesn't locate private water from the meter, sanitary sewer or irrigation lines. Texas811 adds that each excavating party needs its own ticket, and a general contractor has no blanket ticket. Footings for a concrete foundation in Allen are excavation, so we call in our own work.

Houses from 2003: tying a new slab to a newer one

By the Census Bureau's 2024 five-year estimates, the median Allen home was built in 2003 and the median owner-occupied value is $464,100. Of 39,094 housing units, 32.9% date from 2000 to 2009, 26.7% from 2010 on, 23.3% from the 1990s, 10.3% from the 1980s and only 6.9% from before 1980. Owners occupy 69.4% of occupied units. A concrete foundation in Allen for an addition will likely join a house from the last few decades, not an old frame.

The first question, then, is what the house is built on. Allen enforces the 2024 IRC, and R506.2 in it requires a post-tensioned slab-on-ground on expansive or stable soil to be designed under PTI DC10.5. Does the house have tendons? If so, nobody cuts or cores until the detail shows them. With a conventional slab, the engineer's detail decides how the new beam meets the old one.

The new work follows the 2024 site rules. Vegetation and topsoil get stripped, and fill gets compacted for uniform support, with earth fill held to 8 inches or less and clean sand or gravel to 24 inches unless approved. A 4-inch base course goes in where the slab sits below grade. During the pour the steel stays supported between the center and upper third of the slab. A heated addition gets a 6-mil vapor retarder lapped 6 inches, while a detached garage is exempt.

Allen fees for foundations, sheds and covered patios

On the June 2025 fee schedule, Foundation Repair is $75, Accessory Structure (120 to 200 sq ft) is $75, Miscellaneous is $50, Retaining Wall is $150, Screening Wall is $75, and Arbor, Patio or Carport is $200. A first re-inspection is $75, later ones cost more, and after-hours work runs $75 an hour with a two-hour minimum. Because a newer budget may supersede that schedule, we confirm the line your permit falls under before the estimate goes out.

Sheds up to 120 sq ft, or not over 8 ft high, are on Allen's amended exemption list. Item 5 in the model IRC list covers sidewalks and driveways, and Allen's list leaves it off, so ask the division about a permit for that flatwork. Covered-patio permits are on our Allen patio page, and the Allen driveway page handles approaches and the Engineering right-of-way permit.

Allen lies entirely in Collin County, while our other towns sit in Denton County, Dallas County and Tarrant County, each under its own city rules. Allen is in southwestern Collin County on U.S. Highway 75, eight miles southwest of McKinney. The city was established in 1870 by a purchasing agent for the Houston and Texas Central Railway, then named in 1872 for Ebenezer Allen. The Community Services Department maintains streets, alleys, sidewalks and drainage systems, while work in the right-of-way is permitted by Engineering's Right-of-Way and Utility Division.

What to budget for a concrete foundation in Allen

For additions, garages and accessory buildings, a concrete foundation in Allen is an engineered slab-on-grade at $8 to $14 per sq ft, quoted from the plan. No whole-project number is published. Beam depth, steel, truck access and the tie-in to the old slab change it. Permit and engineering fees come on top. The estimate is free and written.

Texas law gives you protection on paper. Property Code 53.254 requires a signed written contract before work starts to fix a lien on a homestead, and both spouses sign if you are married. Property Code 162.006 makes the contractor hold your money in a construction account on a residential homestead job over $5,000.

Common Questions

What should I budget for a concrete foundation in Allen?
Plan on $8 to $14 per sq ft for an engineered slab-on-grade for additions, garages and accessory buildings, quoted from the plan. The number moves with beam depth, steel, truck access and the tie-in to an old slab. Permit and engineering fees are separate, and the estimate is free.
Which code applies to a new Allen foundation permit?
The 2024 IRC. Allen's council approved the 2024 ICC codes on July 28, 2026, effective September 26, 2026, and they govern applications received on or after that date.
How do Allen foundation inspections get scheduled?
Through the CSS portal. Your permit prints the required inspections on its last pages. To get a time window, call the Building and Permitting Division between 8 and 9 a.m. on inspection day. A re-inspection costs at least $75, so we walk the steel ourselves before calling for the inspection.
Is Allen's clay a problem for a new slab?
It is why the plan matters. Houston Black clay covers 18 of 30 sampled points, at 12% linear extensibility, and 20 of 30 rate "Very limited" for slabs. Austin silty clay, at 7 of 30 points, rates "Somewhat limited". Your engineer designs to the soil on your lot.
Can I put a foundation in a Private Drainage Easement in Allen?
Not without checking. The city says even the shed exemption is lost when placement violates other requirements, such as a structure in a Private Drainage Easement. Read your plat first. The pour gets priced after the survey shows where the building can legally sit.
Is a driveway or sidewalk slab exempt from a permit in Allen?
Ask first. The model code exempts sidewalks and driveways, but Allen's amended exemption list does not. Work in the right-of-way also goes through Engineering's Right-of-Way Division, with an online application and about 10 business days for processing.
Does Allen require contractors to register?
Yes. According to the city, all contractors register with Allen for $50 annually through the CSS portal. Before work starts, ask any contractor you consider for proof of registration and the permit number. A homeowner doing their own work files a Homeowner's Affidavit instead.
